Program Approach

Sex Worker Model
The "ADARA" model was first developed and introduced to the Central Asia region under the USAID Drug Demand Reduction Program where it was established as a regional best practice. Adara is an intervention targeting sex workers (SWs) with traditional outreach activities, but adds a special focus on opiate injection using SWs and drug users who sell sex. Adaraprevents initiating injecting drug use among SWs, decreases risk behaviours among SWs, and increases SW use of health and social services. Adarafills an important gap in HIV prevention programming as rarely do IDU prevention programs target women or SW prevention programs focus on drug use prevention activities.
 
Under the USAID Dialogue on HIV and TB Project, the project offers a Targeted Outreach Package of Services (TOPS) to SWs based on their individual needs.  TOPS is a comprehensive, multiple contact approach which provides detailed health information, commodities, health service referrals with escort when needed, as well as follow-up to testing services in the event that added social support is needed.

CASE MANAGEMENT
Focus is put on adherence support for TB and/or ARV treatment, drug treatment
