Program Approach

Prisoner Model
“START Plus” is an HIV/STI/hepatitis risk reduction program for people returning to the community after incarceration. Formative research shows that people lacking adequate housing or employment, and those whose friends and/or family members are engaging in high-risk behaviors, reported higher risk behaviors themselves. Project START works with clients, serving as a “bridge” from the correctional facility to the society. The program begins 1-2 months before clients are released and continues with clients for three months in the community after they are released from the correctional facility.  A proven approach in the US, the model was adopted for CAR under the Central Asia AIDS Control Project (CAAP).  Under the USAID Dialogue on HIV and TB Project, the model was expanded to place a stronger emphasis on TB testing services and health service referrals once released from prisons. The project offers prisoners a Targeted Outreach Package of Services (TOPS), built around a client-based case management component.

Series of meetings which include following knowledge topics: HIV/AIDS (VCT, n/s sharing, condom use), STI/Hep C, TB (testing and adherence), social reintegration issues
