PROJECT OVERVIEW
The USAID Dialogue on HIV and TB Project, formerly the Health Outreach Program, is a five-year program aimed at reducing the spread of HIV and tuberculosis (TB) in Central Asia through improving health behaviors among most-at-risk populations (MARPs).
 
Project goals include:
  • Reduction in risk behaviors associated with HIV transmission;
  • Increased use of evidence-based HIV prevention and TB treatment services by MARPs;
  • Improved TB case detection among selected MARPs; and
  • Improved adherence to and decreased default rate from TB treatment among MARPs.
USAID Dialogue on HIV and TB Project is implemented by a consortium of partners led by Population Services International (PSI) and includes Project HOPE, AIDS Foundation East-West (AFEW), and the Kazakh Union of People Living with HIV.
 
PROJECT STRATEGY
A unified, regionally coordinated project strategy allows the USAID Dialogue on HIV and TB Project to efficiently achieve project goals while providing a platform for sharing lessons learned and best practices. The project employs outreach prevention models, proven effective under previous regional projects and deemed best practices. Each model is tailored to specific program needs for a specific target population and then scaled-up across the region over the course of the project. All models include a basic outreach package of services, including: information-education activities based on the peer education principal; referral system to medical and social services; and case management services to project clients.
 
To support regional coordination and long-term institutionalization of project activities, as well as to ensure project activities are in line with National HIV/AIDS and TB Strategic Programs, a Regional Oversight Committee and country working groups oversee project implementation. These groups review project progress, provide expert advice, share results and lessons learned across the region, and work to strengthen the region’s strategic response to HIV and TB.
 
TARGET POPULATIONS
Implemented in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan, the project targets people who are most at risk of contracting HIV and TB:
  • People who inject drugs;
  • Sex workers;
  • Men who have sex with men;
  • People living with HIV/AIDS;
  • Prisoners; and
  • Migrants.

The USAID Dialogue on HIV and TB Project is one of the many assistance projects supported by the American people through the United States Agency for International Development (USAID). Since 1992, the American people through USAID have provided more than $1.5 billion in programs that support democratic institutions, health care system, education system and economic growth in the Central Asian countries. 
 
USAID is an implementing agency for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the source of funding for HIV prevention work under the USAID Dialogue on HIV and TB Project. PEPFAR is the U.S. Government initiative to help save the lives of those suffering from HIV/AIDS around the world. This historic commitment is the largest by any nation to combat a single disease internationally, and PEPFAR investments also help alleviate suffering from other diseases across the global health spectrum. PEPFAR is driven by a shared responsibility among donor and partner nations and others to make smart investments to save lives.

This website serves to increase the awareness and transparency of the project’s activities in the prevention of HIV and TB in Central Asia, along with increasing the availability of research data that provide insight into the target populations’ risk behaviors.
